Quick answer: Study abroad and immigration consultancies get leads who actually apply by planning campaigns around intake seasons, qualifying on passport, test scores, budget and target intake, separating counselling and immigration offers, calling within minutes and sending stages like profile evaluated and application filed back to Meta.

Study abroad is a dream category for lead volume. Put "Study in Germany" or "Canada PR" in an ad and the forms arrive within hours. Many of those people have no passport, no test score, no budget plan and no intake in mind. Some want a "job visa" that you do not even offer.

Your counsellors know the difference within two minutes of a call. The goal of this guide is to help Meta learn that difference too, so your team spends its time on students and families who will actually apply.

I cover study-abroad counselling and immigration consultancies together, but I will point out where the rules differ. Sources are listed at the end.

First, know which business you are in

This matters for your ads, your claims and your legal exposure.

  • Study-abroad counselling (education agents): helping students choose courses and universities and apply for admission. Canada's immigration department, for example, lists "educational agents" who help people choose and register in courses among those who do not need to act as an immigration representative.
  • Immigration advice and representation: advising on visa or PR programmes and representing applicants. For Canada, only authorised representatives can charge a fee: lawyers and paralegals in good standing with a Canadian law society, Québec notaries, and members of the College of Immigration and Citizenship Consultants. IRCC says it will not deal with unauthorised paid representatives and may return or refuse applications that use one.
  • Overseas job recruitment: in India, recruiting for jobs abroad falls under the Emigration Act, 1983, and the Ministry of External Affairs publishes the list of registered recruiting agents. If you advertise jobs abroad, be sure you are allowed to.

Advertise only what you are licensed or qualified to do. It is the simplest quality filter there is.

Why lead quality is a problem in this industry

  • Dream-stage curiosity. Many enquirers are a year or more away from being ready.
  • Budget gaps. Total costs (tuition, living, travel, proof of funds) surprise many families.
  • Eligibility gaps. Missing test scores, academic gaps or no passport yet.
  • Policy shocks. Destination rules change. In January 2024, Canada announced a temporary cap on international student permit applications, aiming for about 360,000 approved permits that year. Lead quality for a destination can shift overnight.
  • Trust deficit. IRCC warns about representatives who advertise services as free and later ask for a fee, or who advise applicants to lie. Honest consultancies pay for that reputation damage.

What a quality lead means here

For study abroad: - Clear level (UG, PG, diploma) and target intake (for example, September 2027) - Academic background that fits the destination - English test done, booked or planned (IELTS, PTE, TOEFL) where needed - A realistic planned budget, discussed openly with the family - Passport ready or in process - A decision maker (often a parent) involved

For immigration services: - A programme you are authorised to advise on - Basic eligibility factors (education, work experience, language score) that fit that programme - Willingness to pay a professional fee after an initial consultation

Label Study abroad meaning
Prospect Eligible profile, right intake window, family engaged
Pipeline Counselling session attended, documents shared
Converted Service agreement signed or applications started
Low Fit Good student, but next year's intake or budget unclear
Disqualified Service you do not offer, for example a "job visa" request
Junk Fake details, unreachable, spam

The study abroad funnel on Meta

Stage Goal Content Meta objective KPI
Awareness Be the trusted voice on a destination Counsellor explainers, "Germany vs Ireland for MS" comparisons, student vlogs Awareness or Engagement (ThruPlay) Cost per ThruPlay
Education Build realistic expectations Webinars on costs and timelines, intake calendars, document checklists Leads (webinar registration) or Engagement Cost per registration, attendance
Profile evaluation Capture serious intent "Free profile evaluation" Instant Form with intake, level and test status Leads (Instant Form) Cost per Prospect
Counselling Turn interest into a plan One-to-one session, shortlist of universities CRM signal back to Meta Session show-up, cost per Pipeline
Enrolment Sign up for your service Service agreement, application timeline CRM signal back to Meta Cost per signed client
Outcome and referral Build proof Admit and visa stories (with consent), alumni meetups Engagement to clients and alumni Referrals, reviews

The education stage does the heavy lifting in this industry. A family that has attended a 45-minute webinar on real costs is far more qualified than one that tapped an ad promising "Study in Europe for free".

Meta targeting: a sample campaign

Example: a study-abroad consultancy in Vadodara and Ahmedabad focusing on master's programmes in the UK, Ireland and Germany for the next autumn intake.

Location: Vadodara, Ahmedabad and nearby cities you serve, plus an online-counselling ad set for the rest of Gujarat.

Ad set 1: graduates and final-year students. Age 20 to 28, broad or Advantage+ audience, with creative that names the level ("Master's in Germany: September intake").

Ad set 2: parents. Age 45 to 60, broad, with creative about safety, total costs and how you support families.

Ad set 3: interests test. Interests related to IELTS, studying abroad or specific destination countries, tested against broad.

Undergraduate campaigns: if you target Class 12 students under 18, Meta only lets you use age and location for teens. Most consultancies reach parents for UG instead.

Custom audiences: - Webinar registrants and attendees - People who watched 50% of counsellor videos - Instagram engagers in the last 180 days (decisions are slow) - Website visitors to destination and cost pages

Lookalikes: from signed clients (Converted), with at least 100 people in the source.

Exclusions: current clients and leads from the last 30 days, using custom audiences. Meta removed detailed targeting exclusions in 2025.

Special ad category and policy limits: study-abroad ads in India do not normally need a special ad category. If you advertise jobs to audiences in the US, Canada or Europe, the Employment category applies there. If you promote education loans, Meta's Advertising Standards require financial products advertisers to be verified and authorised where that is required. In all cases, Meta's policies prohibit deceptive or misleading offers.

Placements

Advantage+ placements is a good default. In my experience, Instagram Reels and Stories reach students well, Facebook Feed reaches parents, and click-to-WhatsApp ads suit families who prefer to chat before sharing details. Measure by counselling sessions attended, not form fills.

Budgets: a sample split by intake season

Study abroad demand follows intake calendars, so plan in seasons.

Illustrative example only, not a benchmark.

Bucket Share Example monthly spend
Destination explainer videos 15% ₹15,000
Webinar registrations 25% ₹25,000
Profile evaluation lead ads 45% ₹45,000
Retargeting webinar attendees and engagers 15% ₹15,000
Total 100% ₹1,00,000

As an example, 200 profile evaluation leads might produce 70 Prospects, 30 counselling sessions and 8 signed clients. Shift budget towards awareness and webinars 9 to 12 months before an intake, and towards profile evaluations and retargeting in the final months.

Pixel, CAPI and Conversions API for CRM

Website events (Pixel plus Conversions API, deduplicated): - ViewContent on destination and cost pages - CompleteRegistration for webinar sign-ups - Lead for profile evaluation requests - Schedule for counselling bookings

CRM events (Conversions API for CRM, matched by Meta Lead ID): - Prospect after an eligibility call - Pipeline after the counselling session - Converted when the service agreement is signed

Meta's guidance is that the optimised stage should happen within 28 days of the lead and convert at 1% to 40%. Counselling sessions usually fit that window; signed agreements may not. Meta says there is no minimum lead volume to set up the CRM integration, though 200 or more a month is recommended.

Many consultancies run on spreadsheets and WhatsApp. LeadSmart keeps that workflow but adds a dashboard, Google Sheets sync, WhatsApp alerts and sends Converted, Pipeline and Prospect labels back to Meta through the Conversions API.

For the technical setup, follow our step-by-step guide to integrating Meta CAPI events. If your leads live in a spreadsheet, our Meta Conversions API + Google Sheets tutorial shows a manual way to send lead stages back to Meta.

CRM and follow-up

Speed to lead

Harvard Business Review research found that firms contacting a lead within an hour were nearly seven times as likely to qualify it. Students often fill three consultancy forms the same evening.

WhatsApp's Business Policy requires opt-in before a business messages someone. Add consent wording to the form, then send a short message with your counsellor's name and a document checklist for their level.

Instant Form questions

Use the Higher intent form type and multiple-choice questions:

  • "Which level?" UG / PG / Diploma / PhD
  • "Target intake?" Next intake / The one after / Not sure yet
  • "English test?" Done / Booked / Not yet
  • "Preferred countries?" UK / Ireland / Germany / Other
  • "Planned total budget for studies?" Ranges that match your destinations

Ask about the planned budget for the course, not income or savings. Meta's Lead Ads policy restricts questions about income, net worth and debt without prior permission. For immigration forms, do not ask about criminal history; Meta's policy restricts that too.

Counsellor script

  1. "Hi, this is Kavya from [Consultancy]. You asked for a profile evaluation for a master's. Is now a good time?"
  2. "What did you study, and what is your current score or percentage?"
  3. "Which intake are you aiming for?"
  4. "Have you taken IELTS or PTE yet?"
  5. "Have you discussed the budget with your family? We can share a realistic cost breakdown."
  6. "Shall we book a 30-minute counselling session with you and a parent this week?"

Nurture by intake

Label future-intake leads as Low Fit with their target intake. Send monthly updates: application deadlines, test date reminders, scholarship webinars. When their intake window opens, call again.

Creative ideas for study abroad and immigration

  • "Real cost of a master's in Germany" explained by a counsellor, using figures from official university and government pages, with the date.
  • Student story: a student shares their journey, with written consent and no promises of outcomes for others.
  • Myth-busting: "No consultant can guarantee a visa. Here is what we can do."
  • Intake calendar carousel: what to do 12, 9, 6 and 3 months before departure.
  • Document checklist: a simple, saveable graphic.
  • Parent webinar invite: safety, accommodation, part-time work rules and support after arrival.
  • For immigration: your authorisation shown clearly, for example a licence number where it applies.

Common mistakes

  1. "100% visa guarantee" or "free admission" style claims.
  2. Mixing study, PR and job ads in one campaign and one form.
  3. Advertising immigration representation without the required authorisation.
  4. No intake or test-status question, so far-future leads flood counsellors.
  5. Building lookalikes from all leads instead of signed clients.
  6. Ignoring destination policy changes in your creative.
  7. Calling leads days later, after another consultancy has booked them.

Checklist

  • [ ] Services advertised match your licences or registrations
  • [ ] Separate campaigns for study, immigration and any job services
  • [ ] Higher intent form with level, intake, test status, countries and planned budget
  • [ ] WhatsApp consent wording on the form
  • [ ] Webinar funnel for costs and timelines
  • [ ] Lookalikes from signed clients; custom audience exclusions
  • [ ] Pixel and CAPI deduplicated; CRM stages sent to Meta with the Lead ID
  • [ ] First call within an hour; session booked with a parent
  • [ ] Nurture tagged by intake
  • [ ] All claims checked; no guarantees

Conclusion

Study abroad leads are cheap because dreams are cheap. Quality comes from honesty and structure: be clear about what you are authorised to offer, educate families about real costs and timelines, ask about intake and readiness, and follow up fast with a real counsellor.

Then tell Meta which families came to a session and signed up. The system will start finding more students who are ready, and fewer who are only dreaming.

FAQ

Do study-abroad consultants need a special ad category on Meta?

Not normally for ads in India. If you advertise jobs to people in the US, Canada or Europe, Employment applies there. Financial product promotions, such as education loans, carry Meta's own verification requirements where applicable.

Can I promise visa success in my ads?

You should not. Meta prohibits deceptive or misleading offers, and no consultant controls a visa decision. Show your process and real, consented outcomes instead.

Who can charge for Canadian immigration advice?

IRCC says only authorised representatives can charge: lawyers and paralegals in good standing with a Canadian provincial or territorial law society, Québec notaries, and members of the College of Immigration and Citizenship Consultants.

What is the best stage to send back to Meta?

Usually the counselling session attended (Pipeline). It happens within Meta's recommended 28-day window and is a strong sign of intent.

How early should I advertise for an intake?

Start awareness and webinars 9 to 12 months before the intake, then increase profile evaluation and retargeting spend as deadlines approach. Adjust for each destination's calendar.
